Olutoyin Adedamola Ayinde studied Town and Regional Planning at Yaba College of Technology, Lagos from 1976 to 1978, and 1979 to 1981 for the Ordinary and Higher Diplomas, respectively. He worked with the Lagos State Ministry of Works and Planning from 1978 to 1979 in the Master Plan Project Unit where he participated in the preparation of the Lagos Metropolitan Master Plan and Lagos State Regional Plan launched in 1980. He was an award-winning student when he bagged the Post-Graduate Professional Diploma in Urban and Regional Planning in 1990, and later obtained Master of Transport Planning Degree of the Lagos State University, Ojo in 2000. He is an alumnus of the Daystar Leadership Academy.

He worked as a Town Planner in DARCHIWORKGROUP, a firm of Architects and Planners, from 1983 until 1994 when he became a Partner. In 2004 he set up Toyin Ayinde & Associates, a Consulting Urban Planning firm. In his over 33 years of private sector practice, he has participated in, and handled a number of projects, which include City Master Plans, Urban Renewal Schemes for blighted areas and Residential Estates for public and private sector organizations.

As a professional Olutoyin Ayinde served his Institute, the Nigerian Institute of Town Planners (NITP) in various capacities at both State and National levels, rising to the post of State Chapter Chairman, National Secretary and Chairman Practice Committee. He later became the pioneer Chairman of the Lagos State Branch of the Association of Professional Bodies of Nigeria (APBN), and served from 2008 till 2011. He was elected President, Association of Town Planning Consultants of Nigeria (ATOPCON) in June, 2011.

In July 2011, following his various contributions and commitment to the progress of Lagos State as a renowned Urban Planning Consultant, he was appointed by Mr. Babatunde Raji Fashola SAN, Governor of Lagos State, to serve as Honourable Commissioner in the Ministry of Physical Planning and Urban Development, where he has restored public confidence in the ability of the Ministry and its agencies to deliver quality service with promptness, and decorum.

He served in that capacity meritoriously till the end of the Fashola Administration in May 2015. He, since, returned to his Consultancy Practice where he has continued to provide mentorship to younger professionals. In October 2016, his nomination as Member, National Advisory Committee for the Habitat Programme Support Office (UN HABITAT) in Nigeria was approved. In November 2016, he was elected 2nd National Vice-President of his professional body, the Nigerian Institute of Town Planners (NITP) to serve in the National Executive Committee of the body for the Year 2016/2017, and was returned unopposed in December, 2017 to serve for the Year 2017/2018.

His vision is to see Human Settlements that are ordered, beautiful and convenient, while also being business and social enterprise-friendly. This, he believes, will be achievable only through discipline. For him, every world acclaimed city that has achieved beauty and progress economically has done so because of the discipline and commitment of their citizens to abide by the rules. In his opinion, “Planning creates order; when you have order, you are organized. When you lack order, you are disorganized, and when you are disorganized you will agonize. So, you must either organize or agonize”.

Olutoyin Ayinde, a Fellow of the Nigerian Institute of Town Planners, is happily married and blessed with children, and a grand child.
